4. If Mr Illingworth desires to pursue the

matter Mr Long will be prepared to consult the Govern-

ment of Hong Kong as to amending the law so as to

enable officers of classes (B), (C), and (D) to become

contributors under the Hong Kong Scheme if they elect

to do sc: but if it is desired to compel classes (B)

and (C) to do so, it will be for the Postmaster General

to take the necessary steps. As regards officers of

Class (D) the simplest plan would seem to be to make

it a condition of their service on appointment that

they should contribute.
